Lesson(s)

1) It noted that the fact that the project was appraised without the identification and preparation phases; some aspects of the project were not sufficiently studied or taken into account has resulted in the omission of vital equipment such as incinerator and the underestimation of the number of staff needed for first level primary care

2) It noted that the project was implemented without a computerized accounting system and with poorly qualified technical staff resulting in audits not conducted as required. The poor performance of consulting firms and substandard technical assistance resulted in delays in meeting the implementation schedule.
