1) The poor assessment of institutional issues within Mauritania’s Administration played a key role in the project’s institutional underperformance.

3) Further, the institutional problems within the administration were determinants in the implementation of the reforms. The Inter-Ministerial Committee for economic and social policy monitoring should have been set up to support the functional and organizational reforms by identifying the appropriate measures indispensable for their success.

1) Recipient(s): Beneficiary : Diversify the non-mining and fishing productive base.

2) Recipient(s): Beneficiary : strengthen the staffing position and ensure the multi-disciplinary aspect of the teams entrusted with the preparation, appraisal and supervision of economic and institutional reform programmes

4) Recipient(s): Beneficiary : pursue fiscal reforms by implementing the conclusions and recommendations of the study on direct taxation

5) Recipient(s): Bank : strengthen the staffing position and ensure the multi-disciplinary aspect of the teams entrusted with the preparation, appraisal and supervision of economic and institutional reform programmes

6) Recipient(s): Bank : maintain the issue of export diversification in its dialogue with the Government and envisage the possibility of supporting a study that would enable Mauritania’s potential and constraints in that area to be identified

7) Recipient(s): Bank : carry out all the studies projected with a view to improving the preparation of the envisaged reforms, taking due account of the risks and difficulties in implementation

8) Recipient(s): Bank : support the second stage of tax-based fiscal reforms
